ISI's AIW editor and Bob's Track Builder both do a good job of setting the up the racing line, but if you want to make changes, e.g. darken it in a braking zone or have a sudden, brief change, those automatic tools won't be able to help.
I decided to make GrooveEd, a program that allows you to visually edit the groove darkness (see the screenshot).
Update: now you can also edit the position of the racing line!
Load/save only alpha values (so you can update the AIW in BTB or ISI's tool and then restore your carefully tweaked alpha values)
Load/save only groove offset values.
Smoothly change alpha between two points.
Set the alpha values for a whole corner with just a few clicks
Lighten/darken the a set of alphas.
Export/import a set of groove offsets to text so you can edit them externally.
Undo whatever you just did.
